أفاد المرصد العراقي لحقوق الإنسان، بأن أكثر من 11 ألف عائلة عراقية أبلغت عن فقد واختفاء أفراد منها خلال السنوات الثماني الماضية.وفي مطلع هذه الفترة سيطر تنظيم "داعش" الإرهابي على ثلث مساحة العراق. ولكن أكثرية البلاغات عن إختفاء الأفراد العراقيين تعود للفترة ما بين 2017 – 2022.ووفقا لتقارير اللجنة الدولية للصليب الأحمر، يعتبر العراق من أكثر البلدان التي شهدت حالات اختفاء وفقدان للأشخاص خلال العقود الخمسة الماضية.أدت حرب عام 2003 بقيادة الولايات المتحدة على العراق، إلى انهيار الدولة، وتقويض السلطات القانونية، وانتشار الجماعات الإرهابية المسلحة، والفساد المستفحل في الحكومات العراقية المتعاقبة، ما أدى إلى ازدياد أعداد المفقودين خلال العقدين الماضيين.
