بعد يوم على إطلاق حملته لغزو أوكرانيا، دعا الرئيس الروسي فلاديمير بوتين الجمعة العسكريين الأوكرانيين "إلى تولي السلطة" في كييف من خلال الإطاحة بالرئيس فولوديمير زيلينسكي وأوساطه الذين وصفهم بأنهم "زمرة مدمنين ونازيين جدد".وقال بوتين مخاطبا الجيش الأوكراني في كلمة نقلها التلفزيون الروسي "تولوا السلطة. يبدو لي أن من الأسهل التفاوض بيني وبينكم" مؤكدا أنه لا يحارب وحدات من الجيش الأوكراني بل تشكيلات قومية تتصرف "كإرهابيين" وتستخدم المدنيين "دروعا بشرية"، حسب تعبيره.وكانت وكالات أنباء روسية نقلت، الجمعة، عن المتحدث باسم الكرملين قوله إن بوتين مستعدّ لإرسال وفد إلى مينسك، عاصمة حليفته بيلاروس، لإجراء مفاوضات مع أوكرانيا حيث تشنّ قواته هجومًا.وقال المتحدث ديمتري بيسكوف إن "فلاديمير بوتين مستعدّ لإرسال وفد روسي على مستوى وزارتَي الدفاع والخارجية والإدارة الرئاسية إلى مينسك لإجراء مفاوضات مع وفد أوكراني".
